I noticed a lot of weeds are toxic for sulcata, and I was wondering what weeds I could feed him? I was also wondering how to lower the humidity?

There are whole lists of weeds you can feed them. Many weeds and plants are listed here:

What size sulcata do you have? Why would you want to lower the humidity when they thrive and do best in warm humid monsoon conditions?
Give these a read through. Sounds like you've gotten some bad advice somewhere.

Sounds like you are off to a good start.

I find Timothy hay to be too coarse and stemmy. I use bermuda grass hay and orchard grass hay. Yours is just now reaching the size when they will typically start eating dry hay. Whenever all this rain stops, you can introduce the hay by feeding him all his other stuff on a bed of hay. Eventually start sprinkling some on top of the greens, and then begin mixing it in with the greens.

Grass or grass hay should make up a large percentage of a sulcatas daily diet.

When spring rolls back around look for grape vine leaves and mulberry leaves to add to your variety. The leaves from the hibiscus are even better than the flower for them, and lavatera is also easy to grow in our climate.

How are you housing him? Need any ideas or suggestions in that area? They need access to water and regular soaking helps too. These are not "desert" animals contrary to what some people think. They do best when the monsoon rains come to Africa. Hot, humid, rainy, and puddles, marshes and green growing food everywhere.

Glad you are here. Hope we can help.
