Are his eyes puffy? (Russian)

I can't tell if I'm being a worry wort tortoise mom or if his eyes are puffy. He did just wake up when I took the pictures and is not a fan of my phone but I did the best I could!

Also yes he needs a soak😕

The eyes look fine. The beak could stand a bit of a trim.
