Personal opinion Sounds like you are trying to find free foster care for your tortoise hatchlings. And the caregiver has to be honest and professional to do the selfless work for you. I would say tortoises somehow considered as high maintenance animals. They require good amount of daily works...

I would recommend you to use some disinfectant to deep clean. I don't buy used enclosures, because you never know what happened in that enclosure before. BTW, zoo med has reptile disinfectant spray. You can try that one.
