That tortoise looks very sick with possible septicemia, you will need to see a vet asap. Systemic antibiotics, fluid therapy, and nutritional support are needed. I would seek out an exotic vet asap.
If you are unable to use injectable antibiotics, you could consider using a nebulizer but you would need the appropriate antibiotic made up in the right solution, basically the tort goes in a plastic box and you do sessions with the tort breathing in the nebulized antibiotic

Thanks, yes I’ll keep that in mind. I think several areas will have to be filed down because there is a sharp piece near the neck too which has caused another abrasion I didn’t notice at first.

I meant like a sunburn from the uvb tube light being too close possibly, which is why I raised it a few inches. I have also noticed she does not like the uvb light and tries to avoid it if possible so perhaps she will tolerate it more now that it has been raised a bit higher.
