I've had this hermanns tortoise for less than a week and I don't know if this is normal. His front legs and head move forward and backward as if pulsing. Is this normal?

What do I do? His substrate is topsoil. He is about a 5 year old boy. The temperatures are normal except it gets to be 60% humidity sometimes. He has been eating carrots, spinach, bermuda grass, and a little wheatgrass. Can anyone tell me why he threw up? And here's a picture of his throw up.

I am planning on getting my first hermann's tortoise soon and was wondering about the wattage of the heat lamp. The lamp will be about 1 foot above his habitat and the bulb will be a mercury vapor bulb. So how many watts should it be?
