Pretty sure yes. I only have 2 devices emitting heat in the terrarium, the lamp and the water heater. The lamp is 40cm (1.3ft) away from him and the water heater is never hot since the water temperature is pretty constant.
Were you thinking about something else that could cause...

I have been keeping a Rhinoclemmys Pulcherrima Manni for about 5 years.
A few months ago he was having white spots on his shell and was losing his scales but unregularly (nothing like what I was used to as he was growing bigger).
I went to the vet, he gave him antibiotics...
