What I might do Is get a smaller tortoise and when I move ill get a sulcata,

its not a barn, but im sure it'll do for the years ill be here, once I get my own place I can make it better, im sure ill find a way.

Give him aces to all 3 floors and outdoors too (when older).

Im planning to keep him in a tank when hes young, and fix up the basement and make it more warm when hes older,

Havnt got the sulcata, not huge, but acess to shade and sunlight.

#1: Im planning to move into a 3 floored house with a small backyard, if I give my sulcata access to the yard and house will he be ok? #2: what months are ok for sulcatas to be out if you live in PA/Harrisburg? I Will post more questions when I think of them,
