You need to take the tortoise to a reliable reptile vet NOW. It's life is on the line and it doesn't look like it's going to fix itself. Edit: I'm glad that she's doing better but I still think she needs to go to a vet. There's still likely something in her throat/lungs that needs to come out...

This makes perfect sense. Someday I really do think I want to do it. However it won't likely be soon due to their housing (I can't build in my backyard) and daily maintenance (I would like to take vacations or long weekends somewhere and these aren't an animal someone else can take care of)...

This is so cool! I just heard about someone doing this a few days ago. I added this to my bucket list for someday. It sounds like such an amazing experience. I didn't know it was something anybody could do (with a lot of hard work).
