Yes. Just be sure to run it in and then take a soft rag and wipe it off.
You can also use Extra Virgin, Cold Pressed coconut oil.
Do the same, rub in and then wipe off.
If you make the enclosure closed, no open top, you can dampen the substrate and the humidity should rise a lot and stay that way for a few days or so.

Dumping warm water into the substrate and stirring it up with you hand will do the trick.
Also what will cause pyramiding in the best humidity is using a spot bulb, halogen bulb or mercury vapor bulb These are bad bulbs.

Oh ok thanks! My cage is an open enclosure, so thats why the humidity cannot rise

So if I use torto shell moisturizer, then my torto won't pyramid? I'm still confused, because many other sellers say that torto shell moisturizer doesn't have any effect on preventing pyramids, and in fact they say, torto shell moisturizer is not good for torto shells.

No, that doesn't mean your tort won't pyramid.
What stops a tortoise from pyramiding is being raised from hatching to about 3 years in a closed chamber high humidity enclosure and not using the wrong lights.

It is safe for the shell. We had a member that used a shell moisturizer often. It helped with the pyramiding but all conditions need to be correct
The bulb you are using is a spot bulb, those will cause pyramiding, they are to intense.
