Can you help me identify if this is shell rot

I put the tank outside every afternoon and morning. I had also recently moved them to this tank and I always leave them alone to bask but none of them are basking. My youngest RES,Sunny,used to bask on the rock in their old tank but now it doesn't.

I'm a beginner with two baby RES,my brother set up this account for me before I realised it was for tortoise owners,so is it ok if I talked about turtle stuff?
