hermann tortoise outdoors

Hello, I live in central Texas and was wanting a German tortoise; however, I have some concerns. We have hot summer sand mild winters but it does get below 40. How cold can it get for a Herman tortoise? Is there some secrets to help them survive through winter outdoors? Thanks for the information.
