From the pictures he looks to be more like 5 inches long, they must have been measuring his head and feet as well.

I would assume that they think it's a Greek, which is also referred to as a spur-thigh. Lots of pet stores house Russians and Greeks together and don't differentiate between the two. I don't know how, though. I've never thought they looked particularly alike. At any rate, they probably thought they were buying a Greek and were handed a Russian.
