Odd behavior Question

My Indian Star Tortoise is 2.5 years old. Definitely a male. Concave plastron and I see his privates when he pees. My question is this, sometimes when I take him outside to graze and exercise before I put him down in the clover he will pee a lot and then his private comes out the goes back in several times. I would love opinions please. also my Brazilian Cherry Head is doing phenomenally.she has a huge appetite and is so friendly. Both tortoises are kept separately. @Southernreptiles really is the place to get your tortoises.The positive recommendations here on the tortoise forum were spot on.

When young males go through what happens in humans as puberty, they discover their penis and play with it a bit. They eventually stop. It's nothing to worry about unless it comes out and doesn't go back in.
