Is this shell rot? If not, what is it and is it ok?

I live in NYC, and have a 3 month old red foot tortoise. Now that it is getting warmer, do I need to keep my tortoises heat lamp on? With the heat lamp it is about 85-90 during the winter/spring but with the summer heat, it will be even warmer.

I want to put a plant in my RFs tank for some shade. What kind of plant do you recommend? It's a 15 gallon tank since my RF is a baby.

My baby red-foot is always trying to escape the bath. I tried different locations, different containers and he always wants out. Is that normal? Is he drinking?

I am having a hard time keeping the enclosure humid. I bought a humidifier but it only runs for 6 hours keeping the enclosure at 60-70% but when I come home after work it is at 40-50%. I am using Cyprus mulch. There is a dish of water. What else can I do? Will switching the substrate help? I...
