He didn't use to have those kind of speckly darker spots in the light colored areas, so I was worried that might be abnormal. They're not soft or anything, but this is my first & only (for now!! :) ) tortoise, so I thought I'd ask.

By "secure," do you mean that he can't climb out of or dig under & out of? And some sort of top so a bird or opossum or other creature doesn't take him?

It's hard to maintain a lawn. Once weeds establish a toehold, it is hard to eradicate them. So, I can understand your dad's predicament.
Could you ask him if you could have a certain area of the yard to grow your "garden" (that sounds a little better than "weeds.":)
