Your enclosure sounds too small. It just might need more room, hence why it only cruises when it's on the vast floor.

I'm able to grow grazing seed in the indoor enclosure. I just planted them right in the coco coir. But it can get unmanageable lol

Is your UVB bulb the coiled kind? Because that kind can cause blindness. And the swimming behavior might be him just basking. My torts spread out their legs all the way to the front and back when they're basking.
