I found it in the street in front of my house. There are little holes in a spot that makes me think a sound is supposed to come out. A radio?

Yup, i think you're right. Never heard of it. So I guess it needs some sort of controller.

I think you hook to it by Bluetooth and music plays and the dog dances/moves I think.

My daughter had one.bit lights up and dances to music. You will need to charge it.
