IS IT OK TO PUT TILE UNDER THE HEAT LAMP OR WILL THIS MAKE THE TILE TOO HOT AND BURN THE BABIES?
WOULD I JUST TEST IT BEFORE I PUT THEM IN THERE AND JUST PUT THE LAMP HIGHER IF IT GETS TOO HOT?
OR SHOULD I EVEN PUT THE TILE UNDER THE HEAT LAMP?

I used to put tile under the heat lamp, and I still do for larger tortoises. However, babies can dehydrate easily, so I have stopped doing this. They should be just fine with just regular substrate under the lamp.

I use a small piece of concrete, and sometimes my hatchling will lay on it and sometimes he will lay next to it...

I can't speak for babies but often when I go out in the morning to check on my red foot he is basking on the bricks I put in there because they provide a heat source early in the morning for him on top and bottom, I would not use it for young ones though.
