basking light and weather?

hi im new as of yesterday and thank you for all the help you have given me already.
my next question is id i need to have a basking light,
my tort is a herman and is 2 years old.
my partner has made me a great table but as soon as the weather starts getting better he will live outside duering the day in a ouside house and then come in at night, so is it nessesary for a basking light?
also is it ok for him to go outside when its windy?

If he/she is in during the day (bad weather etc.) a basking light and or UVB will be needed, but if he/she is outside daily you could get by with a heat lamp at night. I like to use the Mercury Vapor Bulbs They provide heat and UVB in one bulb. They are not inexpensive but last about a year. The reason you have a light over your tortoise while it is in the house is so that he can warm up his body in order to digest his food. So if he's outside, he sits in the sun and warms up. If he's inside, he sits under the light to warm up.
