Bottom beak needs trimmed

Hi all.

My almost 2yr tortoise bottom beak needs filed or trimmed. Before i do anything i wanted to check with the professionals. What is the best course of action to remove the extra growth coming up from bottom beak? Thanks

It looks like it's barely attached. It's ok to nip it off with nail clippers.
