This morning Tanner had a bubble of clear liquid in one eye. He doesn't look any different other than that and is eating and acting normally and shows no sign of any respiratory symptoms. Should I be worried?

No. This sometimes happens when a sulcata is being kept too dry.

He isn't dry (I think) because his substrate is moist to the touch, his hide is modified with damp cloth inside, he has daily soaks and will self-soak in his big dish of water. What more does he need?
