Chinese Reeves shell peeling. Help?

This is my first turtle. When I got the turtle there was already peeling. I thought it would clear up on its own but that's not the case. I have a very solid filter circulating and cleaning the water. Water temp is good. I have both UVA and UVB bulbs lighting up the dry area. Turtle has a great appetite. Seems very happy and healthy aside from the peeling. Can someone please tell me what this is and how to cure?

Hi, from the looks could be shell rot, might be too damp in the habitat.

Looks a lot like retained scutes. I've never dealt with one that pronounced but maybe try Hikari Koi food with wheat germ. I've had good luck with that.
