Do I have enough lights

Just set up my guys enclosure, I think I have enough coverage. I have the lights full over where he eats and gets water. So I think I'm ok but don't know if I need more for my Russian tortoise

Oh boy, you have more then you probably need if all those floursecnt are uvb.
What is the temp? I see only one that might give off heat. In that size enclosure, more heat would be needed unless you live some place warm. Basking 95-100 but the rest should range 75-80 and then down into 60's at night or all heat off at night letting ambient temp be whatever it is 60 or above. Regular bulbs could be used for light. One uvb over food area of by basking area should be enough uvb.

Those are all uvb, right now basking is 95-100, the range goes to 72 at the end since it's in the basement, I don't he minds it cause he was pretty active

Temp sounds good as long as the 72 isnt as high as it gets except basking.
You don't need that many uvb. You could replace some of them with just regular lighting or turn two closest to basking light off.
I'd also add a hide if there isnt any.
