Drinking Problem?

I've noticed that when my Russian drinks, he does not seem to understand that it is a bad idea to stick his nostrils underwater and breath in. He inhales a small amount of water, and promptly begins sneezing trying to get it out. After a few seconds of sneezing, he seems to get the water out, and goes back to drinking. He repeats this process several times each drinking session.

He does not ever sneeze unless he is drinking.

His water dish is a plant saucer sunk down to substrate level.

Does anyone else's tortoise have this issue, or is mine just quirky?

Tortoise nose and mouth are not joined in the way that yours are. It's entirely normal for them to submerge their nostrils when drinking - frequently the whole head goes under. Nothing to worry about at all :)
