My tortoises also seemed to head for the shade pretty quick. I hung a shade cloth over their outside pen and they spend much more time out foraging and basking.

Patios surfaces (floor, walls) get very hot and quickly create unsafe conditions in direct sunlight.
From my experience on a hot summer day a patio used as an outdoor pen should be at least 70-80% in shade.
