Wash it off alittle to that we can see the colors better. I'm no expert but it kind of looks like a redfoot somewhat except it doesn't have the red on his legs. So I don't know. Wish I could help more. BUT she/he is adorable
I don't know how a hatchling desert tortoise was able to be found in Texas, but I'm pretty sure that's a Gopherus agassizii, and not a Gopherus berlandieri:
