Remove the screen and replace it with a solid top with holes cut out for the lights. The screen blocks too much of your UV rays. What bulbs are you using? Does your tortoise have a cool side to go to for relief from the heat.

Be careful with overheating when you enclose the top.

do as stated above or you could cut holes in the screen for the lights and cover the rest of the mesh with aluminium foil

It is hard for me to believe that a 100 watt light doesn't also produce a lot of heat. The best thing to do is to get a thermometer in there to accurately read the temps. A Temp Gun would also be a good investment for reading temperatures at various spots. Here is an example of a Temp Gun:http://www.ebay.com/itm/like/310894076474?lpid=82.
The basking spot created by this bulb should be around 100F and the other parts of the enclosure, away from the basking spot, should be around 80F. That way the tortoise can regulate his body temp by moving from the hot area to a cooler area. With increased humidity you really don't want any areas that are less than 80F

What type of bulb is under the second hood?

The bulb in the picture is providing UVB, so why did you think you also needed the coiled bulb? The Solar Brite bulb gives you everything you need. Pour a lot of water over the substrate then mix it up with your hand. Then cover the top, lights and all, with kitchen foil. When the lights make the water evaporate, the foil hold it inside and makes the air in the viv humid.

The lights might be perfectly fine now, as the problem was reported and supposedly addressed by the manufacturers, however, the old bulbs were never pulled from the shelves, so one cannot know if he's using a good bulb or one of the old, harmful ones. It really would have been to their advantage to do a recall, that way we'd all know the bulbs on the shelf are ok and we could buy them once again. If anyone wants to use those bulbs, you can mount them in an aquarium hood (horizontally) and they'd be ok to use. The harmful rays are concentrated out the end of the bulb.

Figured that they fix it but sence they didn't pull them off the shelves I guess it did really help and they probably didn't really fix it any way
