Does the tortoise move when you gently pull its leg? Or is it just moving less than usual. Does the tortoise lack exerciser because the enclosure is small?

You've asked us to help you and then blindfolded us. Please give us more information:

species
enclosure
lights type
temperature
substrate
food

and anything else you think might help us to help you. Pictures would be nice too

Hello!
I really hope that your tortoise is still alive. But puffiness is a bad sign. If limbs are not stiff and there signs of movement you may try "carrot soaks":
1. You need an opaque plastic tub and canned carrot food for babies (for human babies, like "Gerber's")
2. Mix lukewarm water and carrot food 50/50 and pour in the tub. Water should be shallow, up to level where top and bottom shell of your tortoise meet.
3. Put your tortoise in the tub for 30-60 minutes. Don't leave it unsupervised.
4. Keep water warm all the time - you can place the tub in the enclosure, close to the heat lamp. But NOT directly under the lamp.

I see a can of ReptoMin food on the top of the enclosure, do you feed to your tortoise?

How long your tortoise is not moving?
