Humidity question

Hey guys and gals,
So my Russian tortoise has been very happy and active since getting him his new table. However, I've noticed the humidity is hovering around 25-30% an inch or so above the substrate (repti bark with organic topsoil below it) even though I pour a cup or more of water over it daily. It's a pretty dry colorado fall/winter here. Wondering if this is alright for my adult Russian or it needs to be more humid? Is this okay because the substrate bellow is still moist if he chooses to burrow?
