Importing seeds

I'd like to import seeds from the internet. But I'd like help because of the importation regulations here. Here's the link for the regulations: http://www.moew.gov.ae/assets/download/323ed6d1/Federal5_1979_e.pdf.aspx. Does anyone know how if I'd be able to order the seeds from the internet? How much will sterilizing the seeds cost? Would the seller of the seeds do this:
Agricultural consignments are not permitted to enter the country unless being accompanied with health certificate issued by the competent authorities in the exporting country and attested by from the UAE embassy in the exporting country if available that it has been found free of contaminants and has been sterilized .

Sterilizing seeds shouldn't be expensive since they can use hydrogen peroxide...
