Is it okay to house a baby pancake tortoise with an adult

I wouldn't. Too much opportunity for the bigger one to hurt the smaller one - either accidentally or on purpose.

And they should not be housed in pairs either. A group of mixed sizes of pancakes will usually work, but I would not do a pair.

A hatchling should be allowed to gain some size before being housed with an adult too. So it depends on what you mean when you say "baby". A three or four inch "baby" would probably be fine in an adult group. A tiny hatchling, not so much.

My five year old has been living with hatching for a while. Hatchings almost a year old. The five year old bites her mother. She likes its for now, with the babies.

KINDLE_CAMERA_1459703892000.jpg ihop is yawning . She just turned five and the others almost a year. Ihop would rather be with the babies.
