Is this plastron ok?

My 3 year old RT has "bumps" on both of the abdominal plastron sections. Is this a normal thing that can happen or is there a problem? They are firm to the touch. His carapace looks ok.

I think that is how he's made. How old is he?? Mine Russian's plastron is not super smooth either, he's about 30 years old and full grown.
