laying eggs?

I have a pair of Speke's hingebacks. I have had them for two years now. One has grown much larger than the other. They eat fruits, greens, and tortoise chow on occasion. I have two hide places. They used to stay together, but now the smaller one stays under the bridge and has dug deep down into the substrate. Should I leave her alone, or take her out?

I don't know a thing about hingebacks, but tortoises in general don't like having other tortoises in their territory. I might very well be that the hiding tortoise is being told by the other one to get out of the territory, and it's being intimidated. You might try setting up another enclosure and separating them to see if it helps bring the smaller one out. I don't think it has anything to do with eggs.
