I read on Tortoise Trust that the neodymium UV bulbs in reality don't emit ANY UV rays at ALL thus aren't any good for tortoises.

Unless there is something new on the market that I don't know about, the Neo... bulbs are just those purpleish, color corrected bulbs, right? No UV from those. They should be fine for heat though. If you live in an area where your torts can get sun year round, then it won't matter which bulb you use. If you live somewhere with frozen winters, then I recommend the MVB.

Zoomed MVB for indoor tortoises. I have used them exclusively and never had a problem or health issue. There are definitely cheaper bulbs out there, but this is not the area to compromise in since the overall health of the animal is what you are gambling on.

The neodymium bulb doesn't offer any UVB, it just shines a brighter light. So, no, it shouldn't take the place of a good, old, expensive UVB light. I know they cost a lot, but they actually save a lot because they give your tortoise what he needs to stay healthy. Bite the bullet and buy a UVB.
