Yes. They are a bit young to be sure. But it does look like both are tending towards male at this point.

Hello and welcome! They are still a bit too young to tell for certain🙂
Just to check, these guys aren’t housed as a pair are they? tortoise of any species should NEVER be housed in pairs under any circumstances, they’re incredibly territorial, behaviours that look cute to us really aren’t, following one another and sleeping huddled up is all bullying the the tortoise world, you’ll eventually see more extreme signs of aggression. Anyone who tells you pairs are fine, have no idea what they’re talking about.
Small groups are ok when there’s lots of land and the correct male to female ratio.
If you only have these two, they need housing separately asap.
Speaking of which, I don’t suppose you’d mind including some information on how you’re keeping them? It’s handy with new members🙂
What are your temperatures like?
Indoor or outdoor set up? What size?
What lighting/heating do you use?
If you have indoor uv, what kind?
How’s your humidity and what do you use for substrate?
Any answers to those questions would be great! Along with any photos of your set ups you’re willing to provide😊

Give them another couple of years you should be able to tell easier, Which is what. yes I agree both leaning towards male after a good look at the pictures.

See to me they’re both looking female, but they always do until they reach max size and start flashing😂you’ll be able to tell in a year or two for sure😊
