My tortoise has hair?

Okay, this is mainly a joke topic but this is what happened

i was picking up To-To to soak him, and i saw a strand of hair sticking out a side of his head, it was adorable, it pulled out with ease, he didnt try to retract to his shell or anything

im assuming a peice of hair got stuck under his shedding scales?

Yes, of course.
Tortoises don't grow hair, but it will inevitably get stuck to them, or eaten if it's lying about.
Unless your tortoise is a rat in torts clothing.

My tort Nank manages to pick up my cats furs every now and then. He has his enclosure he stays in so its not like he's snuggling up with the cat (the cat did not like meeting a tortoise the first time and having him burrow into his fat furry belly lol) every now and then I have to retrieve a fur that gets stuck right under an eye, usually he's cooperative about it thankfully
