Russian Tortoises are herbivor eaters. Weeds, grass, herbs, blossoms, leafs and sometimes lettuce like lambs lettuce and belgium endive and kale too.

He's on some pellets just now we got from the pet shop and some spinach. I live in Scotland so its hard to get him any weeds right now because of the weather
