What do you use that can be made at home to prevent bugs to grow in your bedding. I can't seem to find anything online please help

Anything that you spray on the tortoise's substrate will be absorbed by the tortoise through his skin. Don't use anything. Bugs won't harm your tortoise, but if they bother you, change out the substrate. Bugs normally thrive in a moist, dark environment. Maybe you're keeping your substrate too wet and not bright enough.
