I would probably not, torts have strong mouths and may try to eat it even though it's fake. Not sure if anyone else has had experience with this or not, but you should get more answers soon :)

You do have to monitor the torts, but mine could care less about plastic. Others might be different.
In their tort table, I have some that mimic hanging plants, and they are on a shelf, hanging down over their hide area. I got them at Michael's.
I do have a couple of real plants too. The plastic ones look nicer and they don't care if I water them :p

Prayer plant, spider plant, aloe vera, all considered house plants. You can also use Xmas cactus. You can put in small pots of flowers like pansies (usually get demolished, but looks nice for 5 minutes). Ground covers like Scotch Moss or Creeping Jenny are nice.
Try www.thetortoisetable.org.uk/site/plants_19.asp for more ideas.
Some sprinkle weed or edible plant seeds in part of the enclosure, but unless they have time to get established, I think it is hard for the seedlings to hold up to tort rampages :p.

I say if they are for decoration and your Sulcata can't get at it then it will be fine.
