I want to build my own enclosure for a baby Russian tortoise. Can someone please give some good instructions?? Also I need one for an adult. Thanks!!

Have you browsed around this subforum? There's a sticky at the top with a nice description of an enclosure for a small tort, and many threads with photos of both indoor and outdoor enclosures for both hatchlings and adults.
In general, a big rubbermaid tub with a couple inches of substrate, a MVB lamp, a water dish, and a hide are all you need to get started.
