Should I use a "hospital tank?"

I foun out that my Russian tortoise has shell rot on her top shell- I have no idea how though- and i was wondering if I should be sterilizing the substrate weekly. It is the bacterial kind, black pits and blotches. Or should I move her into a 40 gallon tank with a towel for the "substrate?" I am completely new to this so please, I could really use some assistance.

I haven't dealt with health issues yet so I'm no good to you on this one, sorry.

How do you know its shell rot? Did you take her to a vet?

No, but it is soft in those specific spots, and is a brown/ blackish color. And it just keeps getting worse.
