Strange behavior (tortoise biting himself)

Ok my tortoise people I just had something strange happen with my male. I've got him soaking right now in baby bath warm water. He had been sleeping per usual then he woke up and started to try and bite himself. Why would he be doing that? I've been around torts for a few years and have learned a lot but this isn't something I've seen nor read about before. Attached a video

I've seen that behavior, but only in hatchlings. I just attributed it to them trying to figure out what they can and can't eat, like when human babies chew on their feet.
