I see where Carolina Pet Supply has a Grazing Tortoise Seed mix which includes: Crimson clover, Red clover, Creeping red fescue, turnip greens, fescue, Kentucky blue grass, orchard grass, wheat grass, oat grass, rye grass, chia, chicory and Timothy grass.

Would this mix be suitable for a Hermann's (yearing)?

That seed mix will be great. You may also want to get a dandelion seed mix from carolinapetsupply as well.

All those plants, alongg with native weeds that you can grow, and St. Augustine grass will make a happy tort...between what you feed and all this "graze", it'll be Tortoise Heaven.

Plant all these in your outdoor enclosure, too, and let it become thick over the winter months...by the time it warm enough outside for your tort, it'll literally be a jungle.

And he/she will absolutely LOVE it!
