In the picture it looks like there are two tortoises in the enclosure (which isn't big enough for one). Is this true? That could be part of your tortoise's health problem. They like to be alone. When you put two into the same space one will bully the other until it dies.

DO NOT feed him fruit, Sulcatas can't digest it. Warm him up, make him move (swim).

Here are some care links with a lot of information in them.

Allright no fruits. I will just find another leafy greens for sulcata. Thx for advice

Yes there are two tortoise in my enclosure but they are separated. Yes they are getting bigger now so I am planning to expand the enclosure. I want to do it once this one got healthy and wants to eat again1738198048732.jpg

They need separate enclosures that are MUCH larger than this and they need tp live on dirt or grass. It's not good for them to live on painted concrete. It's too slick. Tortoises this size need something at least 10x10 meters, and larger than that would be better. 20x20 meters is a good minimum sized enclosure for larger sized adults.

Night temperature should not drop below 26-27C.

Daytime ambient of 29-34 sounds good as long as they have the option to warm up in the sun when they want to, and retreat to heavy shade when needed.

Thanks for the advice. Yes, im planning to expand the enclosure and put some plants in it. I managed to make the tortoise to walk and i tried to put food in front of him, but all he does is sniffing and sitting on it. Any idea what should be do to make him eat? Oh yes i did soak him about 10 mins before made him walk on the sun and i did saw some bubbles from shell. I am planning to soak him again on afternoon and make him walk. Am i doing right?

He probably won't have appetite until the gas is released.
