tiny bugs

i have this tiny little white bugs crawling all over my veggie garden some look like little flies how can i get rid of them with out harming the plants or my tortoise. The plants are not in my tortoise house but will be fed to my tortoise. thanks for the help.

You can use some diatomaceous earth on them. Kills bugs with out hurting plants or animals.

Or beneficial nematodes. I just finished applying 10 million to my tortoise pens
