It's actually much better for holding heat and humidity if you put all lights and heat inside instead of on top thru cutouts.

It would Def be better and more closed chamber

I originally had thought it was sealed all the way but I got a good deal on it and it's pvc vs my old one was glass do you think me cutting out the hole would help or should I just leave one side on and the other for lights

If you can put everything inside and have enough distance between tort and heat/lights, put it inside. If there isn't enough room, put them on top. The less holes the better.

Is it still possible to put lights inside with the screen tops and lids I thought they popped out and it was for lights and sealed it up turns out it's a cover like if I put the cover back on and put lights into that attach them to the covers maybe?

I'm not sure what you are asking
But what I think is, yes, you can put lights and heat under screen, which fine mesh screen blocks most of the UV. Then put screen back on and those top pieces over the screen.

Do you have any suggestions on where to get the hook ups Luke where I screw the bulb into if that makes sense and what to use to screw or attach them into the screen/lid

Most have to be rigged. Think out of the box type of set up.
Maybe @Tom will have some suggestions.
