Not a tortoise, that's a Cooter turtle. You can Take it to the nearest body of water to release it.

Female aquatic turtles are found in fields doing the work of egg-laying, but they need to go back to the water after.

You should release her at the nearest pond to where you found her. They should not be moved out of their territory.

There is no water near here - it makes me think someone took her from her natural location and brought her to a residential apartment complex.
