Finally completed my 4.5ft by 3.5ft dual tier setup.

Whole setup rests on a 4ft by 3ft dolly with 7 caster wheel for mobility. Upper tier propped up by an old dining table with 4 additional legs installed for better support. Drainage pipes on upper tier meant for watering the substrate and plants without wetting the surface of the substrate.

Lower tier: two baby Indian star tortoise and a baby sulcata.

Upper tier: a proven pair of cherry head tortoise with 3 hibiscus plants at the side of the enclosure.

You should not ever mix species. Please remove the sulcata from the stars asap.
It's very dangerous.
Otherwise a nice enclosure but should be completely enclosed for the little ones. Closed chamber threads are a great read.
As for the Red foots way too small of an enclosure for two adults and besides they should not be kept in pairs specially in such a small enclosure. He will bully and try to breed her to illness or death. In a yard/ proper size enclosure she could at least have a chance of getting away or hiding
