I was wondering if I should get a UV light for the plants in my terrarium, my plants dont get any natural sunlight so they all look like they're dying. whats the best thing to do to prevent this? and if i got a UV light would it be ok for the tortoises?

Yes and yes, we use the UV lights to benefit the plants and the turtles in our inside enclosure...

We have tube lights, when the winter comes my wife brings all her potted plants into the house and the tube UV lights keep them nice and happy until winter is over..

The plants are safe around the smaller tortoises and box turtles, but my large Sulcata will bulldoze over plants or devour them so we have to protect them from him using cinderblocks.
