Do you need to use a water conditioner for all of the water you give the tortoise, including soaking, drinking, and misting? Or can you use regular sink water?

May depend on where you lilve and quality of water... My water is pretty hard to beat, for City supplied water. A GOOD well from a good clean source would be better, but I can live with it. It comes from Washingtong state high mountain lakes in pristine settings. It is then piped to the city facility for minimal processing.
Anway, I use it straight as is for all my critters with no problem.
If your water quality is not as good, you may need to consider your options. You should be able to get a report from you water provider. If you are just concerned about chlorine, assuming you don't have WAY more than most of us, I would not worry about it. When left in an open water dish or other container, the chlorine will evaporate pretty quickly.
